About

IMPORTANT NOTICE: The Carolina Motor Pool has relocated to the University Service Station (Giles Horney Complex, 103 Airport Drive, directly behind the Giles F. Horney main office building). You may now go directly to the Service Station to pick up your vehicle.  

The University recognizes that many departments require the use of motor vehicles from time to time but do not need a vehicle permanently assigned. To meet this need, the University maintains a small fleet of mid and full sized sedans, mini and full sized vans for the needs of these departments. The Carolina Motor Pool is operated by Facilities Services’ Business Operations Department to serve the transportation needs of the campus community.

Reservations

Vehicles Available for Reservation

The Carolina Motor Pool has the following sizes of vehicles available for reservation:
   
 12 Mid-size cars 
  5 Full-size cars
  5 Minivans
  5 8 passenger vans
  6 12 passenger vans

The Travel Policy for all UNC employees requires the use of a state vehicle (if available) when the round trip exceeds 100 miles. If the individual uses a personal vehicle, mileage is reimbursable at the rate of $0.30 per mile. If the round trip is less than 100 miles or if no state or approved alternative vehicle is available, it is reimbursable at the rate of $0.55 per mile.

Several options are available for use instead of your personal vehicle. State cars assigned to your department, Carolina Motor Pool temporary rentals from Motor Fleet in Raleigh as well as Enterprise Rent A Car are all viable options. If you choose Enterprise as an option, a justification letter will be required for reimbursement.

All requests to lease a Carolina Motor Pool vehicle must be made 72 hours in advance in order to receive the $0.55 per mile rate if using a personal vehicle. When a Motor Pool vehicle is not available, any requests received less than 72 hours prior to travel will be reimbursed at $0.30 per mile. If no Motor Pool vehicle is available for your travel, our system will send you an email notification stating this. This system generated email can be used for proof that a vehicle was not available. You may also request an email from our department stating that a vehicle is not available for the dates that you request as long as this is done at least 72 hours in advance of travel.


Making Reservations

University employees who need a motor vehicle to perform official University business may reserve a vehicle by clicking on the "Request All Services Here" button at the top left of this page. If you have questions about the reservation process you may call Facilities Services’ Business Operations at 962-6676.

You will be asked to provide the following information with your request for a reservation:

                    • Department name 
                    • Customer ID number 
                    • Driver’s name 
                    • Campus telephone number 
                    • Requestor’s name 
                    • Departure date and time 
                    • Return date and time

You will be notified by e-mail of your reservation number and the availability of a vehicle to meet your request. It is important to read the response that you receive from the reservation request as there are occasionally circumstances that require further information. Your reservation is confirmed when you receive a reservation number in the first paragraph of the email response. Always bring your reservation number with you when you pick up a vehicle.

Vehicles are available on a first come/first served basis.  Reservations should be made as far in advance as possible (up to one year).  All efforts will be made to provide the customer with their particular request.

Reservations by UNC-recognized Student Organizations

Reservations by UNC-recognized student organizations are permitted provided they are coordinated through the organization’s advisor/program director and provided that all drivers are on UNC payroll. When reservations are being made by a UNC-recognized Student Organization, an additional authorization form must be completed and signed by the organization’s advisor verifying that the organization is using a Carolina Motor Pool vehicle to conduct University business.  This authorization form is available at the Carolina Motor Pool service counter or by clicking Student Organization Form.  The form can be filled out on the web, but must be printed, signed and mailed to the Carolina Motor Pool at Campus Box 1805 so that it is on file prior to vehicle pickup.

Vehicles & Rates

Mid-size Sedans – The mid-size fleet vehicles can carry up to five passengers, but is more comfortable with four passengers.

Full-Sized Sedan – Full-sized sedans in the fleet can carry up to six passengers, but is more comfortable with four to five passengers.

Mini-Vans – There are a limited number of mini-vans in the fleet that carry up to seven passengers. There is limited baggage space behind the back row bench seat in these vehicles.

Full-sized Passenger Vans – Some of the full-sized passenger vans in the fleet are 8 passenger and some are 12 passenger. These vans are the same basic physical size but have different seating capacities. The 12 passenger models do not have a baggage storage area behind the rear seat. The 8 passenger models do have baggage storage.


Vehicle Rates

The current vehicle rates are charged on a per mile or daily rate, whichever is greater. Vehicle rates differ according to the size and type of vehicle rented. Click HERE for Facilities Services' current rates.


Pickup and Return Times and Daily Charges

Normally, vehicles are rented for an entire day. However, to reduce the cost of charges to our campus customers, we offer the following options.

Please note that we usually experience heavy traffic and longer wait times from 8:00 am to 9:00 am and from 4:00 pm to 4:30 pm daily. In an effort to provide better customer service and less wait time, we recommend avoiding these times for pick up of your vehicle. Formerly, we have allowed pick u of a vehicle for next day rental between 4:00 – 4:30 pm at no charge for that day. We are expanding this time to 3:30 – 4:30 pm. Rental charges will begin the following morning.

Cancellation Policy

The Carolina Motor Pool requires a 24 hour notice for cancellations. There will be a one day charge applied to your account for cancellations with less than a 24 hour notice. If you need to cancel your reservation, please call us at the earliest opportunity at 919-962-6676.

Policies

Picking Up A Vehicle
Pick up the keys to a reserved vehicle and execute the rental agreement at the Service Station/Garage building behind the Giles Horney Building at 103 Airport Drive.  Motor Pool office hours are from 8:00 am – 4:30 pm, Monday through Friday. We are closed on Saturday and Sunday.

Please Note: A valid driver’s license for all drivers must be shown at time of pick up. Be sure to allow enough time to obtain instructions and to get to your reserved vehicle transaction completed by 4:30.

Parking
Parking is available at the Giles F. Horney complex for the individual driver of the vehicles rented from the Carolina Motor Pool. Individuals may choose to park in either the space vacated by the vehicle being rented or in the overflow lot adjacent to the new Facilities Services Shop Building.

Fueling & Maintenance
Your vehicle should be full of fuel at the time of pick up. You do not have to refill the vehicle with fuel prior to return. Fuel charge cards are furnished with all Motor Pool vehicles. These cards can be used at most commercial establishments. You may use the fuel pumps at the University Service Station at 109 Airport Drive or at other State-operated (DOT) stations when possible. We realize that this is not always convenient to your intended travel destination but we encourage you to use these facilities whenever possible. A listing of locations of state-owned fuel facilities can be found in the MFMD Handbook included in your vehicle information pouch. For pumps located here at the University, a blue gas key is enclosed in the pouch with the vehicle. For pumps located at State-operated facilities, a green or black gas key is enclosed.

If a driver must purchase fuel using their own funds they must complete a form FM-32 and follow the instructions on the form in order to be reimbursed.

Type of Fuel
Only regular unleaded gasoline or E-85 fuel for flex fuel vehicles from self-service pumps is permitted when purchasing fuel from commercial pumps. Do not use premium grades of gasoline. Individuals having a physical handicap that would prevent them from pumping gas from a self-service pump are exempt from this regulation.

Returning a Vehicle
There are provisions to return vehicles after hours if needed. You will be given instructions when you pick up your reserved vehicle on where to return your vehicle.

When you return the vehicle, always lock the vehicle and place the keys and information pouch in the receptacle provided for this purpose. There are two pouch drop off receptacles provided for your convenience.

Use of the Vehicle
Motor Pool vehicles are for the use of Carolina employees in performing their official duties. You must be on University payroll in order to drive a Carolina Motor Pool vehicle.  All Carolina owned vehicles and NC Motor Fleet Management Division (MFMD) owned vehicles are to be used in accordance with the NC Motor Fleet Management Regulations.  Following are some major points in those regulations:

  1. It is unlawful to use a state-owned vehicle for any private purpose.
  2. The driver must observe all state motor vehicle laws and ordinances.
  3. Under no circumstances should you operate a vehicle while under the influence of intoxicating beverages, drugs, or substances. Do not transport these items.
  4. Parking or speeding citations are the responsibility of the assigned driver.
  5. No smoking is allowed in any vehicle.
  6. Hitchhikers are not allowed to ride in any state-owned vehicle.
  7. Spouses and children may accompany employees on official business trips.
  8. Family pets are not permitted in state-owned vehicles.
  9. Employees may not use a state-owned vehicle for obtaining meals unless they are in an approved travel status.
  10. Individuals who are not employed by the state are not allowed to drive state-owned vehicles. Individuals who are not on University payroll are not allowed to drive Carolina Motor Pool vehicles.
  11. A valid driver's license is required. Individuals must have less than six (6) points on their license to be allowed to drive a Motor Pool vehicle.  

Please take a moment to clean out the vehicle when you return it. Be sure to check for any personal items you may have left behind.

Emergency Contact Information

If you have mechanical or other vehicle problems while driving a Carolina Motor Pool vehicle, you must obtain prior authorization before allowing any work to proceed.
