Fueling and MaintenanceFuel Purchases Gasoline purchases for Carolina Motor Pool vehicles should be obtained from Motor Fleet Management Division (MFMD) facilities or other state-owned facilities whenever possible. A listing of these facilities can be found in the MFMD Handbook included in your vehicle information pouch. If these state-owned facilities are closed or when travel is out-of-state, fuel may be purchased from commercial establishments utilizing the MFMD universal gasoline card (the Voyager Card) or the driver’s own gasoline credit card. However, the driver must complete a form FM-32 and submit to the Carolina Motor Pool office for processing in order to be reimbursed for charges made to their own credit card. Type of Fuel Only regular unleaded gasoline from self-service pumps is permitted when purchasing fuel from commercial pumps. Individuals having a physical handicap that would prevent them from pumping gas from a self-service pump are exempt from this regulation. Gasoline Pump Keys Most vehicles in the Carolina
Motor Pool come with two gasoline pump keys as described below. The full-sized passenger vans, which are owned directly by the
University, only have the blue pump key. Blue Key – Is to be used to obtain fuel at the University Service Station located at 109 Airport Drive. This is the same location/facility where you pick up the vehicle. The four digit PIN number needed to activate the pump is written on the side of the key. Black Key – Is to be used at Department of Transportation (DOT) facilities having special self-service pumps. Most of these special DOT pumps offer gasoline on a 24-hour, seven-day per week basis. When using this key the driver is required to enter the vehicle odometer reading at the time of fueling and their social security number. Credit Cards Depending on whether the vehicle
is owned directly by Carolina Motor Pool or leased from the Motor Fleet
Management Division (MFMD), will determine the number and type of credit cards
assigned to a particular vehicle.
Credit cards are assigned to specific vehicles and are to be used for that vehicle only. Vehicles Leased from MFMD (vehicles with 5 digit numbers) – There are two credit cards issued to each vehicle: The Motor Fleet Management universal gasoline credit card (the Voyager Card) and the DOT credit card, which can be used at some DOT and state facilities. The Voyager Card should only be used at commercial fuel stations for out-of-state travel or when state pumps are closed, or are not located in the area of travel. When using the Voyager Card, the PIN# is the last four digits of the vehicle number, which is located on the lower portion of the windshield (driver’s side) near the inspection sticker. Vehicles Owned by Carolina Motor Pool (vehicles with 3 digit numbers) – These vehicles (basically, full-sized passenger vans) have three credit cards assigned as follows: Exxon, Phillips 66, and Texaco. Like the Voyager Card, these credit cards should only be used for out-of-state travel or when state pumps are closed, or are not located in the area of travel. Emergency Maintenance or Repair If you have mechanical or other
vehicle problems while driving a Carolina Motor Pool vehicle, you must obtain
prior authorization before allowing any work to proceed. Please follow the guidelines below to obtain
assistance and authorization: If the emergency occurs during normal business hours (8:00 am to 5:00 pm M-F), first call the Carolina Motor Pool office at (919) 962-6676 to report the problem and obtain emergency information. Vehicles Leased from MFMD - If the vehicle in question has been leased from the Motor Fleet Management Division in Raleigh, you will most likely be referred to their assistance and prior authorization number 1-800-277-8181. This line is serviced by Motor Fleet Management personnel during normal business hours, and after business hours on an “on call” basis. Vehicles Owned by UNC - If the vehicle in question is owned directly by the Carolina Motor Pool, the Motor Pool office will provide authorization to have the repairs made. If the problem occurs after normal business hours, call the 1-800-277-8181 to report the problem and to obtain advice on having the repairs made from the “on call” staff.
