Regulated Recyclable Material Ordinance (RRMO) Fact Sheet

The materials listed below must be recycled.  These materials must be separated for recycling either on the jobsite (and hauled in segregated loads) or transported in mixed loads to a processing facility.  Material Reclamation in Raleigh is currently the only approved facility. Improperly separated or disposed Regulated Recyclable Material arriving at the Orange County Landfill is subject to a surcharge of double the current landfill tip fee.

1. Clean Scrap Metal—Clean scrap metal may be taken to Surplus Property.  Alternately, scrap metal may be taken to the Orange County Landfill for recycling at no charge. For disposal of appliances (white goods), contact the Office of Waste Reduction and Recycling for instructions.

 

2.  Unpainted, Untreated Wood Waste—Clean wood waste includes all types of wood, such as plywood, oriented strand board (OSB), framing material, engineered beams, etc. Clean wood waste may be taken to the Orange County Landfill for recycling at $15 per ton.

3.  Pallets—Pallets and shipping crates may be taken to the Orange County Landfill for recycling at $15 per ton.  Additionally, arrangements can be made with local pallet companies to have reusable pallets picked up or returned to the distributor (back-hauling).  For Facilities Services shops, there is a rolloff container located near the Grounds mulch area for collection of pallets.  This container serves as a collection point for small loads of pallets, which are then taken to the Orange County Landfill’s recycling program.  Contact OWRR if you would like to bring pallets to this location. 

4.  Cardboard Boxes—Cardboard has been banned from the Orange County Landfill for many years.  There are over 120 blue dumpsters on campus for cardboard recycling.  Large loads generated by equipment deliveries should be coordinated in advance and preferably back-hauled by the contractor/distributor. 

DO NOT PLACE SCRAP METAL, WOOD, PALLETS OR CARDBOARD IN UNIVERSITY DUMPSTERS!


In Orange County, all vehicles with a Gross Vehicle Weight greater than 9,000 lbs., hauling waste loads of clean wood waste, metal, or cardboard, must be covered and are required to be registered under a Recyclable Material Collection License. University departments should contact BJ Tipton at 962-7251 to apply for a license.

Construction contractors are not to use University dumpsters or recycling bins. Contractors may contact the Office of Waste Reduction and Recycling at 962-7251 or the Orange County Solid Waste Office at 968-2800 for assistance with construction and demolition waste management.
